Sen. Juan Miguel Zubiri is to be commended for making energy and climate change the centerpiece of his legislative agenda. However, his privileged speech on the subject, Mercury is Rising and Mother Earth is Sick, does not measure up. As a piece of rhetoric, it leaves much to be desired.
